Our Professionals

Mr. Brad Gordon, founder of Gordon & Associates, has advised on more than 100 capital markets and private equity transactions, many of which involved prominent multinationals and investment banks. Brad graduated from Harvard Law School and has a B.A. from Brown University. His 10 year track record as a corporate lawyer enabled him to build up a unique network of international investors and potential strategic partners, especially in Asia. Brad, a US citizen, worked for the international law firms Linklaters, Freshfields, and Shearman & Sterling, and during 2003-2004 was seconded to Lehman Brothers as counsel for the investment banking team in Asia. Brad is a member of the Bar of the State of New York, and worked with Cambodian refugees in Thailand in 1989. Brad also has commercial experience from operating several small businesses in Thailand, including one of Thailand's premier art galleries.

Brad is a board member of Cambodia Living Arts (effective June 2009) and a member of the American Chamber of Commerce. Since 2008, Brad has been providing workshops to the Securities and Exchange Commission of Cambodia.

Mr. Sokhamphou Sum has 7 years of legal experience in Cambodia. He specializes in corporate law, corporate restructuring, mergers and acquisitions and commercial contract law. Sokhamphou has a bachelor in public law from Royal University of Law and Economic Sciences and a bachelor in private law from University Lyon 2-France. Sokhamphou received a scholarship from the Government of France for an LLM in private law (Maîtrise Droit privé) from University Lyon 2 and an LLM in business and corporate counsel (D.E.A Droit des affaires) from University Jean- Moulin- Lyon 3. He serves as lecturer at Build Bright University (BBU) and University Lyon-2 in Cambodia. He was formerly the vice-dean of the faculty of law and social sciences of BBU. He was selected by the Bar Association of Kingdom of Cambodia to serve on the committee for lawyer competitive entrance exams. As a legal consultant and researcher for “Appui à l’Etat de Droit” and the Ministry of Justice, he participated in drafting and translating Cambodia's criminal code and criminal procedure code. Sokhampou also has served as an ad hoc mediator and works at the Cambodia Royal Academy for Judicial Professions (RAJP) as the personal assistant to the President of the Academy. He also has served since September 2009 at RAJP as a trainer for commercial judges.

Sokhamphou serves as legal counsel at Gordon & Associates. He is a Cambodian citizen with speaks French, English and Khmer.

Ms. Tess Lambourne, graduated from the University of Melbourne, Australia in 2005 with a Bachelor of Laws and Bachelor of Commerce and was admitted to practice as a lawyer in the Supreme Court of Victoria in 2007. Commencing practice in a boutique city law firm in Melbourne, Tess worked with both individual and corporate clients. Her main areas of focus included commercial agreements, property law, estates and intellectual property, and she acquired experience in litigation and alternative dispute resolution. During this time, Tess also volunteered regularly at the Fitzroy Legal Service, a community legal centre offering legal advice to disadvantaged or socially marginalised people. Tess later joined the large, inner-city municipality of Boroondara where her role as Governance Projects Officer involved policy development, Council’s decision-making processes, legislative compliance and Freedom of Information enquiries. Tess has also previously worked for the ANZ Bank, gaining an in-depth knowledge of financial institutions, credit cards and debt management procedures.

Tess is an associate at Gordon & Associates and is an Australian citizen.

Ms. Nging Chea (Moon)is a Law Student at Cambodian Mekong University. Since 2007, Ms. Moon has been a radio announcer for several radio stations in Cambodia, including a Chinese language news program. Ms. Moon is a Cambodian citizen. Ms. Moon speaks fluent Mandarin, Khmer and English. She also speaks Korean (basic) and Japanese (basic).

Ms. Moon is a legal assistant at Gordon & Associates.

Mr Hak Sok Heng. Graduated from the George Washington University Law School, Washington D.C, USA with Master of Laws specializing in International and Comparative Law in May 2010. His study was supported by a scholarship from the Transnational Law and Business University in Seoul from where he also obtained a Master of Laws in International Law in June 2008 with full scholarship. During this time, Sok Heng had the opportunity to visit China to research the Chinese legal system, and later travelled to Europe to study various international legal institutions such as UNESCO in Paris; the WTO, WIPO and ILO in Geneva; the ICJ and ICC at the Hague; and the European Union in Brussels.

After obtaining his Master of Laws in the USA, Sok Heng completed a year-long internship at Sung & Hwang firm in Columbia, Maryland, where he handled many different types of corporate and business transactions. Prior to his international study, Sok Heng gained a Bachelor of Law from the Royal University of Law and Economics in 2005 and a Bachelor of Business Administration (Management) from Norton University in Phnom Penh.

Sok Heng is an associate at Gordon & Associates. He speaks and writes Khmer and English fluently, and has moderate French, Chinese and Korean language skills.

Mr Anirudh Bhati is a graduate of Law and Commerce from Gujarat National Law University. His main focus areas are commercial law, telecommunications, technology and media law. Anirudh has previously worked as an independent legal consultant and has advised a number of businesses and non-profit organizations. He is a frequent contributor to Wikipedia and also the co-founder of Wikimedia India, a non-profit organization based in Bangalore dedicated to the advocacy of free knowledge.

Anirudh is an Indian citizen and is eligible to practice law across India. He is fluent in English and Hindi.

Ms In Socheat completed her Law degree in 2010 from Royal University of Law and Economics. In 2006, she was selected to receive a scholarship from the Harpswell Foundation, an organisation that aims to empower a new generation of female leaders in Cambodia by providing university education and accommodation to bright high school graduates from the provinces. Over the last four years, Socheat has received extensive training in leadership skills, critical thinking and communication. At Gordon & Associates, Socheat provides valuable support to senior lawyers through research, correspondence and administration.

Ms Hing Layheang. Layheang also received a scholarship from the Harpswell Foundation in 2006, allowing her to obtain a degree in Law from Royal University of Law and Economics, graduating in 2010. After joining Gordon & Associates, Layheang completed an internship at international firm Allen & Overy in Bangkok. She is Cambodian citizen, and speaks fluent Khmer and English.

Ms Din Vutha. Another Harpswell scholar, Vutha graduated from Royal University of Law and Economics with a Bachelor of Law in 2010. She also has experience working with HIV positive women for a social enterprise in Phnom Penh. At Gordon & Associates she is involved in research, legal drafting and legislative analysis. Vutha is a Khmer citizen with advanced spoken and written English.

Mr Eang Mean has extensive experience as a professional English-Khmer translator. Originally graduating with a Bachelor degree of Mathematics from the Royal University of PP, he joined a local non-government organisation as a translator and administrative assistant. Eang later completed an English Arts degree at the same university, and spent three years translating professional documents in an international legal environment. Prior to joining Gordon & Associates, he obtained Master Degree of Business Management, and also has experience working the rubber industry.
